Unit-2- MHRD: Functions of Department of Education

The Ministry of Human Resource Development has two important education departments viz. department of higher education and another is department of school education and literacy. The later has two sub wings viz. elementary and secondary education. The department of school education and literacy does the following activities/functions in light of secondary education.

· Universalizing access to secondary education
· Deciding vision, mission and goals of secondary education in the country
· Initiating various schemes for strengthening quality in secondary education from time to
time. As for examples, the department has launched following schemes for the same.
Ø Centrally Sponsored Scheme "Incentives to Girls for Secondary Education
Ø National Foundation for Teachers' Welfare
Ø Centrally Sponsored National Means-Cum- Merit Scholarship Scheme
Ø Education for Women's Equality
Ø National Scheme of Incentive to girls for secondary education
Ø Centrally Sponsored Scheme of Financial Assistance for Appointment of Language
Teachers

Ø Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
Ø ICT @ schools
Ø Vocationalisation of education
Ø National awards for teachers
· Guiding the organizations working at the secondary level such as NCERT, National Institute
of Open Schooling (NIOS), Kendriya Vidyalayas, Navodaya Vidyalayas, Central Board of
Secondary education
· Making budgetary provisions for the above said organizations
· Working for the adult education programmes in the country and working out schemes for
the same. As for example , Sakshara Bharat
· Publishing annual reports for education at elementary and secondary levels every year.
· Directing the state departments of education on the development of school education in the
country.
· Providing grants to the state governments under various schemes initiated for promoting
elementary and secondary education in the country
· Some of the notable schemes initiated were operation blackboard and District Primary
Education Programme(DPEP) at elementary level and Lokjumbesh in Rajasthan for adult
education
